To thoroughly implement the requirements of the “access to electricity” improvement task and relevant work deployments of the National Energy Administration, the Central China Energy Regulatory Bureau has further strengthened supervision over distribution network investment and construction, implementing targeted and precise regulation to promote high-quality power supply development.
Regarding the standardization of the investment plan reporting mechanism, the bureau organized provincial grid companies to submit semi-annual reports on distribution network investment and file annual investment plans, steering distribution investment toward new power grid construction and the resolution of livelihood concerns raised through the 12398 hotline.
Regarding the quality upgrading of power supply, the bureau has thoroughly implemented the three-year action plan for power supply quality, urging grid companies to adopt “one-enterprise-one-policy” controls for new quality productivity enterprises such as chip manufacturing and computing power facilities, achieve full coverage of terminal monitoring for sensitive loads, and regularly update the power supply quality ledger.
Regarding the tackling of long-standing “hard-to-solve” construction problems, the bureau has further strengthened the remediation and renovation of weak areas such as old residential communities and urban villages, innovatively established a filing system for “two new” projects, and relied on the “access to electricity” coordination mechanism to drive the closure and resolution of issues such as low voltage and frequent power outages.
Regarding scientific evaluation and closed-loop control, the bureau urges grid companies to thoroughly implement the distribution network development evaluation mechanism, linking evaluation results with investment arrangements and project reserves, and to carry out control and governance in conjunction with digital power supply service construction, effectively addressing the shortcomings that constrain the high-quality development of distribution networks.
Going forward, the Central China Energy Regulatory Bureau will continue to strengthen whole-process supervision over distribution network investment and construction, urge grid companies to fulfill their primary responsibilities, enhance the efficiency of distribution network investment, effectively safeguard the electricity needs of residents and industries, and support the high-quality development of the regional power sector.
