To deeply implement the requirements of the “Standards for Identifying Major Accident Hazards in Electricity and Governance Supervision and Management Regulations” (Order No. 41 of 2026 of the National Development and Reform Commission) and further consolidate the primary responsibility of construction units for safety production in power construction projects, the Southern Energy Regulatory Bureau has deployed special inspection and remediation work on major hazards related to project transfer and illegal subcontracting in power grid construction projects.
This special rectification covers all power grid construction projects under construction and completed after July 1, 2026 in its jurisdiction, focusing on the main engineering transfer and illegal subcontracting behaviors in power grid construction projects. Key areas of inspection include: on-site actual workers and management personnel not belonging to the winning construction unit, incomplete on-site operation and subcontract management systems, and inadequate investigation and reporting of major accident hazards related to project transfer and illegal subcontracting.
The remediation requires all power grid enterprises to organize comprehensive inspections, establish problem registers, develop remediation measures, and simultaneously improve long-term mechanisms such as project subcontract management, on-site operation control, and personnel access to prevent and curb project transfer and illegal subcontracting issues.
Next, the Southern Energy Regulatory Bureau will jointly conduct random inspections with local power management departments. Those who do not seriously carry out special rectification, fail to advance tasks, or repeatedly violate regulations after repeated inspections will be seriously handled in accordance with laws and regulations, effectively solidifying the safety and quality defense line for power construction.
