The Housing and Urban-Rural Development Bureau of Qingyuan County, Lishui City, Zhejiang Province, has officially responded to a county people’s congress representative’s proposal on adding charging facilities to residential communities, clarifying the charging facility allocation standards and distribution capacity reservation requirements for new residential projects.
According to the response, Qingyuan has established mandatory allocation targets for two types of vehicles — new energy vehicles and electric bicycles — based on the current parking space ratio of residential compounds. Underground parking spaces in new residential projects must meet the conditions for installing new energy vehicle charging facilities, with fixed parking spaces required to have a completed charging ratio for chargers. Additionally, 100% of centralized electric bicycle parking areas within compounds must be equipped with smart charging piles.
The response notably specified that pre-installed charging pipelines, distribution capacity reservation, and fire safety equipment are to be included as mandatory items in the planning condition verification and project completion filing for building construction. Buildings that fail to meet these requirements will not pass acceptance inspection, eliminating the absence of charging infrastructure in new residential communities from the source.
In addition, Qingyuan will conduct joint special remediation campaigns on charging facility safety. Each year, the county will address issues such as unauthorized wiring within compounds, illegal charging in corridors, and blocking of fire lanes for charging, with the Housing and Urban-Rural Development Bureau leading efforts to incorporate violations into property management credit records.
