Academicians and Experts Discuss New Power Grid Construction in Northeast China

On October 9, the first Northeast China Academic Symposium on New Power Grid was held at Northeast Electric Power University in Jilin City, Jilin Province. The symposium was co-hosted by State Grid Northeast Grid Company, Northeast Electric Power University, and State Grid Jilin Electric Power, with the theme “Building a New Power Grid for Northeast China, Empowering Comprehensive Regional Revitalization.”

More than 280 representatives from power enterprises, research institutions, higher education institutions, and equipment manufacturing companies gathered to share insights on new power grid construction in Northeast China and energy-power development during the 15th Five-Year Plan period. Six academicians and representatives from government, industry, academia, and research institutions delivered keynote presentations.

Academician Shu Yinbiao of the Chinese Academy of Engineering presented on planning issues for the 15th Five-Year New Power System. He stated that the construction plan aims to preliminarily build a new power system by 2030, treating power supply adequacy as a binding target with quantitative goals for renewable energy output capacity, installed capacity, energy storage, carbon emissions, and demand-side regulation. The plan reflects coordinated characteristics in inter-regional mutual support, source-grid-load-storage interaction, and market-policy integration. Shu identified three practical challenges: power-energy balance pressure caused by wind and solar uncertainty, large-scale grid security and stability risks from “high proportions” of renewable and inverter-based resources, and the economic equilibrium of system transition costs across society.

Academician Zheng Yuping of the Chinese Academy of Engineering analyzed the evolution patterns and defense shortcomings of recent typical major blackout accidents internationally, proposing a paradigm upgrade of the “three-line defense” system toward a risk-management-based proactive defense approach. He covered key technology R&D progress and engineering practices in areas including high-risk scenario early control, grid-forming equipment active support, relay protection adaptability enhancement, and adaptive emergency control.

Huang Zhen, chief engineer of State Grid Corporation and director of State Grid Northeast Grid, reviewed the development history of the Northeast Grid as China’s first cross-provincial regional grid, characterizing it with “four modernizations and one type” and the operational features of “three highs, two peaks, and two smalls.” He proposed a construction framework for the Northeast new power system based on “six new” elements: new supply system, new grid platform, new load model, new regulation system, new electricity market, and new support system.

Tian Zengyao, deputy chief engineer and director of the Development Planning Department at State Grid Northeast Grid, explained that the Northeast Grid’s operations feature “high renewable penetration, high wind power share, high heating-thermal power ratio,” with peak load extremes alternating between winter and summer, and a relatively small grid scale with limited regulation capacity. The challenges in new grid construction include dual pressures of supply security and renewable absorption, restructuring of grid security foundations, and normalized extreme weather threats to grid safety.

Wang He, dean of the School of Electrical Engineering at Northeast Electric Power University, emphasized that Northeast new power grid construction cannot simply copy solutions from other regions. It must be tailored to the three regional characteristics of severe cold climate, heat-power coupling, and high renewable share. Priority R&D should cover low-inertia grid stability technology, heat-power decoupling and heat-power coordinated control, long-duration energy storage for cold regions, and cross-regional DC coordination control.

The symposium also featured six parallel sub-forums covering new technologies, planning, dispatch, trading, equipment, and hydropower, with participants exchanging views on grid planning, operation, market trading, equipment maintenance, and hydropower coordination.
