Tianjin Plans 200 Billion Yuan in Energy Projects for the 15th Five-Year Plan Period

Tianjin has formulated supporting projects with a total investment of 200 billion yuan for the 15th Five-Year Plan period, covering five areas: oil and gas security, new power grid construction, integrated development of new energy, green and low-carbon energy transition, and future energy layout, according to a press conference held by the Tianjin Municipal Government Information Office on October 22.

Project Layout in Five Areas

Liu Tao, deputy director of the Tianjin Municipal Development and Reform Commission, said that in terms of oil and gas security, Tianjin will implement projects such as connecting offshore oil and gas pipelines, expanding the Boxi oil and gas processing plant, and increasing the capacity of the Dagang oilfield gas storage cluster, making use of oil and gas resources in the Bohai Sea to reduce dependence on external supplies. In terms of new power system construction, Tianjin will accelerate the preliminary work of the Heilongjiang-Tianjin UHV DC transmission project, plan cross-provincial green power direct supply and a western UHV channel into Tianjin, and simultaneously advance pilots of CO2 molten salt energy storage, underground compressed air energy storage and the construction of a city-level virtual power plant.

For the green and low-carbon transition, Tianjin will plan integrated energy solutions based on zero-carbon parks and zero-carbon corridors, build a demonstration benchmark for a green regional energy system in the “Project 117” area, and advance the layout of clean heating centers. For future energy, relying on the construction of the Ulanqab-Beijing-Tianjin-Hebei hydrogen transmission pipeline, Tianjin will plan the Tianjin section of the trunk pipeline and its transmission and distribution systems, coordinate the layout of hydrogen refueling infrastructure, and orderly advance green ammonia, green methanol and sustainable aviation fuel projects.

Project Implementation Support

Liu said that next, Tianjin will optimize the project generation mechanism, build a rolling and continuous project planning and reserve pattern, and strive to include more projects in national planning; mature the preliminary work, strengthen factor guarantees such as land and sea use, and promptly coordinate and resolve implementation difficulties. Tianjin will also actively seek central government funds, regularly organize government-financial institution-project matchmaking, and comprehensively use tools such as the new PPP mechanism and REITs to stimulate the vitality of social capital.
