To strengthen the implementation of policies on the green energy transition and secure energy access for people’s livelihoods, and following the deployment of the National Energy Administration, the Central China Energy Regulatory Office launched oversight of the construction and operation of new-energy vehicle charging facilities in Hubei Province. Its lead officials visited the Hubei Provincial Energy Bureau for research and carried out on-site supervision of four charging operators and power-supply enterprises.
The oversight focused on five areas — planning and mechanism building, charging-capacity assurance, service optimization, safety-responsibility implementation, and power-supply service assurance — to comprehensively review the province’s charging facilities and improve service assurance.
First, fact-based research to map the sector. Combining plan implementation and mechanism building, the office used document reviews, system queries, forums and field visits to grasp the full picture of the province’s charging facilities and sort out achievements and shortfalls.
Second, problem-oriented action to unblock bottlenecks. Relying on the provincial monitoring platform, it analyzed deep contradictions such as price competition, platform data governance and distribution-grid hosting capacity, and sought the key problems constraining high-quality development.
Third, law-based supervision to standardize conduct. Focusing on safety management, service optimization and power-supply assurance, it inspected enterprises’ safety-responsibility fulfillment, electricity-price execution and grid-connection filing, urging lawful and compliant operation.
Fourth, supervision for the public to raise charging assurance. Balancing oversight and service, it will improve planning coordination and layout optimization, raise platform data governance, accelerate distribution-grid supporting construction, and use pilot demonstrations to spur leapfrog growth of charging facilities.
Next, the Central China Energy Regulatory Office will follow up, push problem rectification, urge enterprises to improve service capability, and build a high-quality charging-assurance system.
