To implement the national “15th Five-Year” energy plan and new power system construction deployment, and to address issues and rectification requirements raised during inspections, recently, officials from the Henan Energy Regulatory Office led a team to visit and conduct research at the State Grid Henan Electric Power Company, studying and discussing approaches to advance high-quality new energy development, efficient governance, and new power system construction.
The symposium heard reports from Henan Electric Power Company on the implementation of province-wide new energy development and related planning policies, new energy consumption and regulation operations, power market system construction, and new power system development. Participants engaged in thorough discussions on the opportunities, challenges, contradictions, and issues facing Henan in the context of rapid wind and solar energy development, including declining new energy utilization rates, regulation and governance of new energy, power market system construction, new power system implementation, and power supply security.
Both sides reached consensus on several key points to play a greater role in Henan’s economic and social development throughout the “15th Five-Year” period. First, further elevate political awareness and accelerate the implementation of energy planning and new power system construction tasks, supporting the development of a new energy system and new power system. Second, fully leverage power market mechanisms, continuously improve new energy grid connection and consumption, and actively serve Henan’s high-quality energy development and green low-carbon transition. Third, remain attentive to conflicts arising from the rapid growth of household distributed photovoltaics in Henan, scientifically coordinate new energy development with grid operation safety, and proactively and thoughtfully address public concerns through regulated and fair governance. Fourth, further improve coordination and communication mechanisms, harness the combined efforts of energy competent departments, regulatory agencies, and grid enterprises, promote the effective implementation of related work, and contribute to Henan’s high-quality and efficient energy development.
