Guangzhou Seeks Public Input on Draft Power Grid Construction Regulations

Guangzhou Housing and Urban-Rural Development Bureau has recently published the “Guangzhou Regulations on Accelerating Power Grid Construction (Revision Draft)” for public comment. The original regulations, issued on November 26, 2021, are scheduled to expire in November 2026. The revision follows the “Guangdong Province Regulations on Management of Administrative Normative Documents.”

The draft proposes supporting power supply enterprises in constructing multi-station integration projects centered on substations and distribution rooms, integrating facilities such as data centers, electric vehicle charging and swapping stations, energy storage stations, photovoltaic installations, 5G base stations, and Beidou base stations. Power supply enterprises are encouraged to carry out planning and construction of multi-station integration projects in alignment with urban master planning, industrial layout, and major project development needs.

The public comment period runs from September 9, 2026 to September 18, 2026. Feedback may be submitted through the Guangzhou Municipal Housing and Urban-Rural Development Bureau website, by mail, or by email. Submissions on behalf of organizations must bear the official seal.

The Guangzhou regulations on accelerating power grid construction aim to standardize power grid planning and construction, ensure the city’s power supply, and promote healthy and sustainable socioeconomic development. The scope covers power grid planning, construction, and related management activities for all voltage levels within the municipality.
