This year, the Anhui Provincial Energy Bureau and State Grid Anhui Electric Power Co., Ltd. have focused on the high-quality power supply needs of enterprises related to new productive forces, deeply carrying out special power quality improvement actions to address the problem of sensitive equipment power flashes caused by voltage sags. From January to September, the average number of voltage sags per household for enterprises related to new productive forces decreased by 63% year on year, and the governance effectiveness of government-enterprise collaboration and grid-enterprise linkage has initially appeared.
The Anhui Provincial Energy Bureau and Anhui Electric Power Company successively issued key task lists and three-year action notices for power quality improvement special actions, distributed promotional manuals on voltage sag governance and backup power supply configuration through WeChat official accounts, and guided 5 key areas including the China (Anhui) Pilot Free Trade Zone and Hefei Comprehensive National Science Center to formulate construction plans for high power quality demonstration zones. Since this year, the promotional manuals have accumulated 83,000 views, with 34 enterprise consultation exchanges and 22 enterprise electrician skill training sessions.
Meanwhile, a graded and classified management list for key enterprises has been established, a three-level provincial-city-county electric power quality expert team has been formed to compile “one-enterprise-one-policy” plans, guiding the investigation and governance of power flash hazards. High-quality power experience notices have been distributed to enterprises, placing power quality assessment at the power application stage, and jointly determining power supply plans with enterprises.
Among them, Bengbu and Tongling power supply companies are piloting the inclusion of high power quality service content in power supply and usage contracts; Wuhu power supply company is piloting tripartite strategic cooperation agreements with economic and technological development zone management committees and enterprises to jointly build high power quality demonstration zones; Hefei power supply company and the provincial marketing service center are exploring the construction of a power quality monitoring platform, jointly verifying power flash causes with enterprises and discussing governance measures. To date, the list has covered 178 key enterprises, guided enterprises to govern 52 hazards, and resolved over 70 enterprise appeals.
On the grid side, a special investment plan for urban network refinement has been issued to address six types of network problems such as single radiation and insufficient inter-station connections, with urban network standardized wiring rate and effective connection rate increasing by 5.08 and 4.55 percentage points respectively; a three-year special action for wind and lightning protection of transmission lines has been launched, completing lightning protection retrofits of 59 main lines and advancing the governance of 212 tree barrier hazards; the “work order drive + active operation and maintenance + live working” model has been implemented, conducting inspections of 5,895 enterprise key equipment sites and governing 497 hazards.
On the user side, enterprises have been guided to implement autonomous safeguard measures, promoting 49 enterprises including BOE to install governance devices such as UPS and DVR, helping 17 enterprises optimize sensitive equipment parameters, and completing 361 boundary switch renovations.
Anhui Electric Power Company, in collaboration with Anhui University, has also created a provincial-level voltage sag governance empirical laboratory, conducting sensitive equipment tolerance verification for key industries such as chip manufacturing and biomedicine, and producing results including the “Typical Load Voltage Sag Tolerance Characteristic Manual” and “Customer-Side Voltage Sag Governance Device Selection Guide”. The State Grid Anhui Electric Power Research Institute and Tianjin University Hefei Innovation and Development Institute have jointly developed a multi-functional integrated flexible converter equipment, which has been applied in Anhui Guangde Goodwe Industrial Park, achieving voltage recovery time of less than 0.12 seconds, voltage fluctuation reduction of over 84%, and a decrease of over 97% in sensitive equipment shutdown accidents.
